Minenergía establishes public policy guidelines to enable the entry of Non-Conventional Sources of Renewable Energy (FNCER) projects
The Energy and Gas Regulation Commission (CREG) may make regulatory adjustments, where it will take into account the guarantee schemes that support the integration of generation projects with non-conventional energy sources to the National Interconnected System.
- The entry of these generation plants will allow progress towards a Just Energy Transition, thus contributing to the 6G Explosion promoted by the National Government, which seeks to reach 6GW of installed power by 2026.
Bogotá, February 7, 2023. The Ministry of Mines and Energy, through Resolution 40042 of 2024, established public policy guidelines to guarantee the continuity of generation projects with Renewable Energy, which have had difficulties entering into operation , even for reasons beyond the control of the developer.
This Resolution establishes guidelines regarding access and allocation of transportation capacity in the National Interconnected System, in order to modify the conditions for the entry into operation of the projects (FPO).
In this context, the Energy and Gas Regulation Commission (CREG) may make regulatory adjustments, where it will take into account, among other aspects, the guarantee schemes that support the integration of generation projects with non-conventional energy sources to the Interconnected System. National, to minimize the impact on the liquidity of the projects.
Likewise, the regulatory entity must evaluate transitional measures that generate incentives for energy generation projects for which any of the current guarantees have been executed.
The Ministry grants freedom in modifying long-term annual energy supply contracts, by mutual agreement between the parties.
“The issuance of this Resolution occurs after listening to the concerns of the market, understanding the difficulties in launching these projects, and jointly seeking actions that guarantee the entry into operation of the generation projects with FNCER,” stated the minister. of Mines and Energy, Andrés Camacho.
